Community Energy England launches guide on shared ownership



Community Energy England (CEE) has launched a new guide to shared community ownership of energy generation projects, ahead of the release of new government protocol requiring some projects to offer community participation.

In July, the government’s shared ownership taskforce set out draft proposals to improve community investment in renewable projects and make this approach the norm by 2015. If progress this year is limited then the government will consider requiring all developers to offer the opportunity of a shared ownership element to communities.

It is hoped this approach will boost the contribution of socially-owned energy assets, an area where the UK lags behind its neighbours.

In the coming weeks Ed Davey, energy and climate change secretary, is to launch the new protocol, requiring renewable energy developers to offer community participation in all their substantial new projects.

Philip Wolfe, CEE chairman, commented, “We are delighted that leading developers are embracing community ownership.

“We at Community Energy England want to do all we can to minimise any additional delay and cost to their projects. Our guide enables local groups to prepare for shared ownership, so that developers will find suitable project-ready community partners to deal with.”

The full details of the government’s protocol will be published in a report next month. It looks at four different share ownership approaches including split ownership, joint ventures and shared revenue.
