Slim 20-page negotiating text released ahead of Paris summit
The UN document, drafted by co-chairs Ahmed Djoghlaf and Dan Reifsnyder, sets out which elements will be legally binding and also makes clear decisions to be made before Paris summit.

Legally binding would be a long-term global goal for peaking or phasing out greenhouse gas emissions and also that countries should submit carbon-cutting plans every five years, progressively increasing their efforts. A key concern for poor countries, climate impacts, are acknowledged in the draft legal agreement.
